Wheel vibration while turning at low speed

My 2000 ford excursion ONLY shakes when I'm turning at very low speed. Like 10 15 mph. I can't figure this one out? Suggestions?

I would start by raising front wheels off ground & checking for loose steering parts including ball joints & spindle bearings,also check brakes for getting hot due to calipers hanging up.
