I've found the same to be true at the county clerk's office. (Where they do registration in Kentucky) If they type one of our older "VIN" numbers into their system, it kicks it back. They have to check a box telling the database it's an older number. It's especially annoying when you get someone new. You have to convince them you're giving them the correct number.
