I think what he is trying to tell you is that the VIN number does not conform to the 1981 standard 17 character VIN. If you put an old VIN number into systems such as e-bay, it will just show non conforming. The plate is a data plate and the true VIN for the vehicle will be on the frame in 3 spots. If nothing has been changed, it should match the data plate VIN

I've found the same to be true at the county clerk's office. (Where they do registration in Kentucky) If they type one of our older "VIN" numbers into their system, it kicks it back. They have to check a box telling the database it's an older number. It's especially annoying when you get someone new. You have to convince them you're giving them the correct number.
