Ford I beam pivot bushing

I'm replacing the pivot bushing with moog bushings on my 95 f150 and I want to know if I am supposed to insert the new bushing all the way until it is flush or if I am supposed to hammer only half way in... the old one was not in all the way, but I dont know if that is poor craftsmanship or that's how it is from the factory... I searched and I don't see anyone addressing this. Thank you

From what I've read it's by torque number. Look at the picture of the procedure.
