before you go pulling parts, it could be your multifunction switch, or the control module (usually behind one of the kick panels) causing the problem

Wipers

I left out a piece of the puzzle. Other than "staying on " the switch works normally!

9 of 10 times I've heard its the wiper stalk coming out of the column that need to be replaced when this happens. Most complaints are intermittent actuation not continuous.

Confusing post...Two separate problems; blower fan noise, wiper malfunction... not related.
Blower could have debris in it or the motor needs replacement?

Wiper/heatermotor

Sorry for the confusion😎😳
Just starting o get the hang of this !
Indeed two separate issues
1st wipers not shutting off , I too think it may b stalk switch? Is it obvious how this is removed? Where is the controler that it speaks to ?

Heater motor. Indeed may be debris . Just wondering how to get to the last screw ? I have tried every configuration except the correct one .

As for the confusion, meh I'm not confused …

As for the post and thread were putting on the brakes before more confusing posts happen on your side, this thread is about wipers so that is what I will stick with, your steering column will have 4 screws/bolts to remove the bottom cover revealing your multi function (MF switch) switch, as for how many screws to remove not entirely sure, best solution to relieve any concerns is go to a parts house like AutoZone and buy one, that should then give you an idea of what you are dealing with.

While it IS possible for the electronic controller unit to go "bad" is it very rare (you have a better chance of a flat tyre then the unit going bad) it's a basic timer box

Not locking horns with Jamie but....For higher quality parts and to not repeat the repair in a year go with Genuine Ford parts, IMO...no chineasium...ask me how I learned this lesson. This YouTube is for reference only because it said wiper sw stalk. Do some youtube surfin if this isnt what you need.

No worries, I suggested the parts house mainly because its lower cost and can be a good way to quickly get the part, test that its the issue and if it is either keep it, or take it back when you have the genuine OEM part in hand
