From what I have read this is a rather common problem on Ex's/Super Duties and the like. Lazy/inoperative lock actuators. A lot of folks here recommend OEM while others recommend RockAuto/eBay replacements as they can usually be had cheaper for all 5 than one single dealer item.
The replacement units usually are trouble free. if you do some searching in this board you'll find some more info on the subject.

yeah I misread your original post, looks like the other replies will steer you on the right track. I suppose you can use my info when the actuator give up the ghost for good ha!

I'm not sure of all the years, but definitely 99-07 use the same ones. The driver side front, rear and the rear hatch use one part number & the passenger side front and rear use a different part number.

Sorry for asking for clarification but when you say it's slow from the door mounted lock switch does it matter which switch you use (passenger or driver)?
Mine were slow due to the thermal resistor wearing out in the lock motors but they were consistently slow no matter how I chose to activate them.
If it's a linkage problem or dirt the lock should be noticeably hard to move when compared with the other locks and you can manually test for that. I'm stumped by the claim that the same lock is fast when you use the remote and slow when you use the door mounted button.
