Rebuilt transmission it's always in gear it will shift between 1 and second. Ae shows the park safety neutral switch works but solenoid #1 is always on. Any thoughts of what to check would be helpful. One way sprag is in the correct direction.

 

I'd check for a short in the wiring to solenoid #1.
