Stubborn rust

I have a hood that appears didn't have paint on it for some time in the elements, I've tried using a 3M bristle disc and even resorted to a 40 grit flap disk, this is the toughest rust I've come across, it leaves what looks like mill scale for plate steel only harder to remove, I'm leery of sandblasting it in fear of warping the flat section of the hood (53-56). I was also considering electrolysis but need to find myself a kiddy's swimming pool large enough for the task. Anyone else come across rust like this and if so how did you tackle it?

If it's what I think you mean, that is what the sun does to unpainted metal down here. Very hard, and not easy to deal with. OTOH, I think it's fairly benign, if you can get an etching primer to stick to it. Sandblasting to get some tooth?

I have 2 other hoods but this one is the best over all as far as shape goes, the front nose piece needs to be replaced and the holes for the side emblems filled, this hood is from a 53. The others have had a hard life but do at least have paint on them.

I would treat it with Rust Mort and follow the instructions before and after treatment, then prep/prime/paint.

I'd have to see if someone here in Canada supplies it, they won't ship outside the US. I have another product that is the equivalent to POR15 , not sure if that would be a safe route. I don't want to see sheets of paint blowing in the wind

Forgot you were in Canada. The link was more for example than to order from, anyway. It's a SEM product, and I'm sure they sell in Canada. Your local autobody supply store should have it. That's where I always got it from. Unlike POR15, this isn't a thick coating, it's thin like water and works better than POR, imho. It's intended to be coated, not be the coating like POR.

I might be going out of town tomorrow and will check to see if anyone carries it or can at least order some in. Just looking for ideas of how to deal with this, first time I've come in contact with rust like this.

I found out I can get it from where I bought my paint in Dryden Grant, so when I'm ready I'll be all set. Thanks
