Cowl rust

I have some signs of rust in the cowl of my truck, how can you get in there to remove it? It looks completely sealed.

There's a good chance it's spotwelded in place then seam sealed so there's no leaks, I haven't pulled one off in a while, but if you can get it without destroying it, sodablasting would be the best way to clean it up.

THe cowl is the slots in the hood right in front of the windshield...at least that what i call it. If i sodablast then how will i be able to paint it to be sure there is no more rust problems.?
