no power on OBD connector

On my 2000 SD V10 ODB plug pin 16 has no power 12v to it I checked the back side none, all good wiring. Where does it get power from? I checked fuses.

Usually the power points, or cigar lighter. Make sure no one put a penny in any of them, then check your fuses

Power junction box part of fuse panel I think, you would have to replace the box.

Cigar lighter fuse also feeds the DLC.

Our church has a GMC van. When the CIL came on, I attempted to scan it, but the OBD port had no power. Long story short, some rodent had chewed through some wires (a shop found and fixed it). A couple of months later, CIL again, no power to port. Same issue- chewed wires, again.

So now it not Ford with the yummy wires. The rats and squirrels just
seems to like the insulation. Leave a few rodent bate blocks in easy
to get at places and ...

That's exactly what the shop said- rodents like the insulation. A friend was sitting in his kitchen one day, and saw a ground hog climb out of the engine bay. It had chewed wire, too.
