70f100longbed- thanks for the TSB, this is the EXACT thing Crystal should be supplying on this thread...she supposedly works for Ford, why does she act as though every poster with the same problem is a mystery to her?? After a few she should have been proactive and dug to the bottom of this problem...we shoukd have heard from her with the solution years ago ...

Wiper Problem
My wipers are not working properly in intermittent positions and sometimes will not shut off. The problem is getting worse and is very annoying.
Sometimes when the wipers are turned off, they still run in the lowest intermittent setting. Sometimes when in any of the intermittent settings, the wipers stay on in the lower constant setting.
Any help would be appreciated.

Explorer - wipers won't turn completely off
I had the same problem with my 2012 Explorer. Ford has a Service Bulletin on this. The fix is to replace the entire switch assembly. The cost of the part is only $37.13 and only available from Ford. (I was shocked on how cheap this ford part was) My local garage charged $75.00 to do the replacement. A lot better than the $400-$600 others spent to get this fixed.

Fix for intermittent wipers not turning off
I'm having the same problem with my 2012 Ford Explorer. It started out as only every now and then and today I can't get them to turn off. Pretty funny driving down the road when it's 89 degrees and sunny and the wipers are going. I called the dealer and am waiting to hear back. Did you ever get yours repaired, and if so what was it?
