What are you attempting to test it for?

If you have spark the ICM is working. The ICM makes the Ignition Coil Fire.

This is the truth. Check. If. Your. Injectors. Are. Pulsating. If. So. Then. they. are. receiving. a. signal. from. the. e. e. c. indicating. that. it. is. in. proper. working. order.

You cannot test your EEC/ECU/PCM with a voltmeter, it's a digital device that requires more sophisticated test equipment than a simple DVM.

Well you can definitely test to see if it's getting power. That's about it though.

You can test pin #60 by shorting Pin #2 to pin #6 of the self-test plug and turning on the key.
If the fuel pumps run then pin #60 has a good ground at the NEG post of the battery or at the body ground depending on the year of the truck.
