Speedometer Issues

I need some assistance if somebody can help it's much appreciated. I have a 1983 F-250 with a 4-speed automatic trans. My speedometer is not currently functioning at all. I have already replaced the plastic drive gear in the transfer case and the entire cable from speedo. down, but no results. I can rotate with my fingers or a drill and get response... This leads me to believe it must be in the transfer case but I'm not really sure. Any ideas?

So, the speedo head registers speed when you hook your drill to the cable down by the t-case?

What t-case is on that?
