How to bench test Glow plug relay

1993 Ford 7.3 IDI, trying to bench test a glow plug relay. When power is applied to the large battery post on the relay, black wire is ground and red wire triggers the relay, it only clicks. Does not appear that it stays energized. I'm showing 13.2 volts supply to the relay. Also, how do you test to see if the wts light circuit is working properly on the bench. Thanks, Tom.
