Glow plug relay test
I tested the voltage across my glow plug relay on my 97 350 7.3 with the key on. It is getting hard to start. There is about a two volt drop across the relay. Should the voltage be exactly the same as the battery voltage? all of the glow plugs check out fine.

There should be about 0.5V drop across the relay if it's a NAPA or Autozone relay, less if it's a Stancor. At 2.0V, I'd be thinking you should invest in a new relay. They're available through NAPA for about $23, and the part number is GPR-109.
