Am I going to regret only going with a leveling kit and 31s?
Will I always wish I'd gone with a 4" lift and some 33s?
I'm mainly doing it for looks and some light offroading but nothing wild. I'm not that worried about mileage but I'm afraid I'm always going to look at it and think I should have gone with something bigger.

I went with a 4" and regret not going 6" heck even the 8" from skyjacker will do.
For an extra 30 bucks over the 4 inch, get the 6 inch from rough country. 4x4 or 2wd

What size tires are you running with it?
I already have these leveling spacers I can use for now and then move up later if I don't jump into tires because the ones on here are pretty new so they'll get the job done for a while. Maine reason I'm leaning towards staying this way is fearing that I'll need more gear if I go up to a 33" tire and then we start getting into even more money.

If you use stock rims you will have the front tires rub your radius arms at full lock, but yea 33's will work on stock rims, thats what i use. Im so use to the rubbing that I know when I can only turn so much, you get use to it. As for the tires, you dont neccesarily need to get them with the lift, You could get the lift then wait till next summer or whenever you have enough money for tires. Right now I have tiny 235's for the winter. Look in my "updated build thread" below you'll see how stupid they look but i dont care.

Also, the MPG won't be hugely affected by 4" lift and 33"s. Depending on gearing, you probably get around 13-14 city 18-19 highway. Expect maybe 1MPG less for city/around town, and maybe 1-2 less on the highway. Lifting it makes it less aerodynamic, and the larger tires are probably wider (more rolling resistance). If you get mud tires, they may be even worse on rolling resistance (and they'll keep a lot of racket).
