No Communication

Yesterday a friend brought over his 2000 PSD. The SES light was on.
I went to pull the code(s) and received an error "No Communication link"
I then grabbed my other OBD and plugged it in and again "No Communication Link". I took both OBD readers to my 99 and plugged them in and both worked ok on my truck. Where should we start for resolving this problem?

Check fuses. I don't remember off the top of my head which fuse powers the port. It is the same as the aux power/cigarette lighter I believe.

As you look at the front of the connector, the far right pin on the bottom row is battery power. Test that pin to see if you have 12v.
