ESOF Compressor?

ESOF Compressor?
OK-Here is my question. When I turn the key on my Excursion, I hear like a compressor kick in. I am assuming that is the pump that helps operate the ESOF to where I don't need to turn the hubs in. The problem is that it doesn't always come on and have had to manually turn the hubs in for 4WD. Is failure of that pump common or is there a relay that controls that?
