2003 horn problem

2003 horn problem
My horn has quit !
cruise control is still operational, fuses and relay for horn are good
(substituted known good ones)
Have dual horns with one white and one black wire feeding both.
Before applying power here to test the horns themselves,
Can I assume that the black is ground and the white is hot ????
Any help would be appreciated

Well, my 74 yr old eyes "aint what they used to be"!
After dusting off the "white wire" I see that it is the yellow/green stripe that now makes sense as the hot lead.
Applied 12v and ground and found that the horn assembly is good.
If no one any ideas of what to look at next, guess Ill just purchase and install a horn kit with a button in the dash.
