Brake lights out on both sides

Brake lights out on both sides
didn't pass inspection the other day cuz the brake lights are out.
I have a truck cap with the built in "3rd light" brake light and it works.
The brake lights in the tail lights are not coming on.
I have traced to the wire harness where it splits in the rear (tucked under the rear bumber/tailgate) to go to each tail light. I have verified power at that wire harness connection. There is a solid green wire that has been spliced for the truck cap brake light. It terminates and goes no further into the wire harness.
The turn signals work. The running lights work. But no brake.
Checked the fuses.. they are good, unless there is a hidden fuse i dont know about.
Not sure whats up.. any ideas?

In the Fords that I've owned, when a lamp filament breaks, your turn signal flasher will immediately begin to "click" much more rapidly when you use your turn signal(s).
Has always led me to a broken light/lamp.
Look at traffic around you. Oft times, when I see a turn signal on a car/truck in front of me rapidly flashing, when that vehicle comes to a stop, invaribly he/she has a light out.

That would be the brake pedal position switch. When you depress the brake pedal it closes to pass battery to the multifunction switch then to the brake lamps.
Here's some exterior wiring diagrams. BPP switch is at the top middle of first diagram. If that switch is ok the problem just might be in the multifunction switch.
These are not 2002 specific but will give you and idea. The fuse designation might be different.
EDIT: See next post for 2002 Ext Lights Wiring Diagrams.
