I looked into this extensively and found POR 15 and products that compare themselves to POR 15. One word of caution. The solvent is good for removing the product from non porous surfaces, but it will NOT remove the stain of the product from your hands. Use surgical or comfortable rubber gloves when applying.

Rustoleum rust converting spraypaint (or can if you wish) and topcoat with black rustoleum. I painted my frame a few years ago, some rust did come back but I was VERY lazy with prep. Otherwise its holding up great.
Prep is key, wire wheel, sandblaster, sand, whatever as much as you possibly can then degrease, clean, dry and such. THEN paint it.
