tilt column reassembly

The pressing matter here though is that I've been victim of the little steel pin working it's way out of my ignition actuator rod so that the cylinder end wasn't moving the ignition switch end.

I've got the pin and the rods put back together but now I'm having problems reassembling the column. Specifically:
1. The two arms below the column that lock the tilt when you release the tilt lever. I have not removed them because the springs are so stiff I have little faith that I'll be able to put it back together again. The arms are pushing upward on the tilt section so that I can't get it lined up with more than one of the the screws/pins that attach it to the stationary section of the column.
2. The spring that goes between the tilt and the stationary sections, pushing the tilt upward to compensate for the weight of the assembly. This spring is already out, and is very stiff, and won't go back in once the tilt section is attached, but makes it difficult to install the tilt section if I try to put the spring where it belongs in the beginning.
This picture shows the very tip of the arms below the shaft, and the circle to the right of the shaft is where the spring goes.

Hoping there's some write-up for this that will help me out, something more than "installation is reverse of removal". Maybe a special tool required or some tricks of the trade. I've done plenty of drivetrain and chassis work but this is my first voyage into a steering column.
1. Put the tilt spring in before you bolt the tilt section on.
2. Bend a coat hanger around the two tilt lock arms and tie it to a pry bar. Have a helper hold the pry bar down against the column brace (tubular steel structure under the column) to hold them down while you start the tilt pivot pins/screws.
3. If it seems like it's stuck, pull the steering shaft out toward you. There is a spring on the bottom end that pulls it down, and sometimes the steering shaft joint will jam up between the sections of the column and make it hard to get it on.
The rest is just manhandling it until you get it on.
