'69 F-250 Dash lights not working?

'69 F-250 Dash lights not working?
Any ideas on why the dash lights would not be working? Ive checked the obvious-fuse is O.k..
I know my next step is get down there with a test light/meter, but after looking under the dash, i decided to get some hints from some of the guys who know what their doing. I guess its possible that all of the bulbs are out, but you would think that at least 1 good bulb would confirm that.
