What are the TSB's for anyway?

What are the TSB's for anyway?
I just got my truck back from the dealer after taking it in for the fifth time. Each time, Some of my trucks issues always seem to dodge the carefull inspection of the mechanics so, I get it back without some problems being fixed.
Tonight, I looked at the TSB's for my new F150 and found that 3 of the problems (3 that the dealer can never duplicate) are listed.
Don't they check the TSB's to find that I'm not making this stuff up?
This is really ticking me off. I was REALLY hoping they might fix these problems this time, but instead I'll be going to the dispute board.

Try printing out the TSB and dropping it in their lap. I did this with Toyota on the brake issue in my Tundra. The mechanic didn't like it too much, but the issue got solved. i think it's an ego thing with the mechanics. They think they know everything.
