Just saw this.....
One change / rumor -the state is working on the ability to detect changes to the onboard emissions computer, Think they are going to try and read the checksum. They are trying to detect tune changes I think

Knowing how screwed up the systems are in CA (Checkout unemployment EDD and BofA debit card fiasco or the DMV for example) this will probably not go well in the Peoples Republic.
If you do any changes you will need CARB approved certificates,
