**** below column. Has a red cable which goes through firewall then back under floorboard...not to engine compartment.

Is it hanging in mid air or connected to something?

The **** is firmly connected but doesn't pull or push. Keep in mind..there is no power yet. The cable is loosely threaded through firewall then back but not attached to anything visible. I'm guessing PTO.

OK, you have a dump truck. Is there a hoist under there, or did someone liberate it before it was parked?

This truck was owner by the county...used as a salt truck. Spreader in back, belly blade, front blade. It still has all hydraulics and operator controls for each. I don't see anything resembling a hoist or where one would even mount.

I was also thinking that because the cable is colored red..that might be a clue.. idk. I'll figure it out, just thought I'd ask.

My next step is to drop fuel tank to clean/remove rust, then reinstall and fill some. Then install a stand by battery I have.

Then Oil change

Tranny fluid is perfectly clean and perfect level. (I expected worse..just because..lol)
After all fluids checked, filled, and or replaced..then the moment of Truth..I'll turn it over.

It's a old cable type idle lock, should be able to twist and pull to adjust and lock idle RPM. Useful for PTO if equipped.

By hoist I mean is there a hydraulic lift to dump the bed?

85e150...I haven't had the chance to figure out which is which but there are multiple handles in center console. I believed one is for the hydraulic dump bed.
