Could be that foot controlled High Beam switch. Given the conditions that they are subjected to on the floor, could be a short in that switch itself (muck, crud, corrosion, etc).

This is a common problem (usually caused by corrosion) that occurs with the C0TZ-13A024-A .. Dimmer Switch (Motorcraft SW-263).
With the low beams on, click on the puppy to switch to high beams, the headlights go out.
I would seek a replacement using the part numbers provided by NumberDummy. For the cost involved it sure couldn't hurt to give it a shot. Be sure to clean the pigtail connector well, which i'm sure you already know.
It's a Napa brand switch, I'll go buy another one tomorrow. Hope that's the problem!
It was a common problem not only with Ford but with all of the manufacturers who used foot controlled headlamp dimmer switches during those years. I've bought vehicles and tried to step on the switch and it didn't move because it was corroded solid. I don't have a lot faith in aftermarket electrical parts. Years ago maybe but today....not so much.
Use a test light to see if power is present for the low beams. I know of people who have driven with one low beam out and not noticed [it does happen] and then when the 2nd low beam goes out, suddenly they are literally in the dark.
Well I just checked the head light connection an I'm getting 12v on the high beams and nothing on low beams. Would the floor switch be the reason for that?
The floor switch should have 3 wires; 1 wire comes down from the headlight switch, and will have power when you pull out the headlight switch.
The other two wires are the high beams and the low beams. The floor switch makes the decision if the power from the headlight switch will be applied to the low beam wire or the high beam wire.
A testlight is a wonderful thing and can show you all this and help you troubleshoot. They are cheap at harbor freight.
I have a couple of test lights , that is how I found 12v at the bulb. I will check the switch when work is done for the day. Damn China parts! That switch is still shinny an new looking!. So far this month for the truck has been new leaf springs ,rear shocks, rear bushings, new windshield, new front seat, and putting brand new tires on Sunday! It's been a Expensive month for this old bear. I just love it , but having a 86 as a daily driver is some times to much work. Thx for all the help, this site is a god send . Keep the bull noses alive.
