No start after hpop rebuild

Hey guys. New here, and to online forums in general.
Anyway ill try and make a long story short.
Bought my 69 f350 CCLB a few months ago and have been slowly going through it repairing and replacing things as needed.

Its had a decent oil leak since I first got it ( about 1qt every 1k mi) from the Hpop. I couldn't narrow it down to the gasket, non-serviceable plug or backplate o-ring so I finally pulled it off for a rebuild. Also found the fuel bowl hoses starting to crack, so those got replaced as well.
I also took the time and pulled apart more than I hard to in order to get the job done, since I figured I'd find other stuff I couldn't see(and I did).
SO the fuel bowl,Alt, hpop res, A/C comp, vaccum pump and A/C-P/s bracket all came off.
Hpop got all its orings and non-serviceable plug replaced with the exception of the IPR( I know I should have done a reseal, but didn't have the parts and didn't look like it was leaking)
Anyway, everything is back together now with no leaks and all plugs and sensors in their places. NO start!
Ive had the fuel bowl out before and never had an issue priming or getting enough air in the system to cause this. So I guessing its sensor or Hpop related.
At first I thought it was the GRP, It had 1.5 volt drop across it, it got replaced. Still nothing.
I know other places its been mentioned the Hpop needs to prime but Ive given it 4-5 good 7-10 sec starts. CTS insight says 0 icp pressure on cranking with Icp plugged in and shows 1,500 to 2500 when unplugged. still no start. I also cant see any exhaust while cranking.
So.. . .in my head I've narrowed it down to No fuel due to to bad ICP, or bad IPR. But the truck was running and driving fine before this. Anybody have thoughts on what else it could be? need to get this running before the Tacoma decides to blow its headgaskest

Did you prefill the hpop resivour?
That will help in getting it running faster after having it apart.
It still may take a bit of cranking tho

Make sure you have everything plugged in again, and then just take your time and crank it. Crank for 10 seconds or so at a time with a 5 minute break in between so you don't overheat the starter and burn it up. It may take 3 or 4 of those cycles to get it to fire.

When you open up the HPO system, all the oil drains out of it and it just takes a while to get the air out of it and the oil back into everything so it can build pressure.

Hey Guys. Sorry lifes been getting in the way of things.
I've been through about 8 of the crank and cool off cycles. Still no luck.
I pulled the ICP, no oil in the plug connection or anything bad looking and there's no air trapped in the head at the port.
I've been through all the connections 2x now and cant find anything out of place.
ICP pressure is still showing 0 while cranking unless it is unplugged and IPR reads 35.4% while cranking.
Im stumped. It's obviously not getting oil pressure to the injectors but I'm out of ideas as to why. Unless I totally screwed something up while doing the Hpop orings. I made sure the Ball was in the proper position while reinstalling the non-serviceable plug. The Hpop drive bolt was also properly torqued to 95ft lbs.
Could I have damaged to pump or shaft using the c-clamp to compress the rear plate as instructed by the Diesel Orings.com?

Ok so I rang out the ICP according to this and apparently its no good.
I got A+B= 36. Ohms
C+B= 27.83 Ohms
A+C=27 Ohms
So I'll be picking up a new one on Monday and see where that gets me.

Have you tried starting it with the icp unplugged?

Yes. It jumps to 2465psi and then drops back to 0 when it stops cranking. I'm going to try what DIYMechanic suggested in another post and put a gauge on the head to get a good reading on the oil pressure. I will test fuel pressure at the same time.
If all those numbers come back good I guess I'm left with the possibility that I cut or pinched a wire while moving everything.

The readings are what the PCM is calling for , It sounds like the IPR is stuck open . The only other thing it can be is a bad O ring on an injector . If you do use a gauge , you can isolate which side of the motor is the problem . Make sure you plugged the main harness wire back in . It controls the IPR . You can use the gauge to isolate each head & the IPR . If you cap one line & put the gauge on the other it will tell you if the IPR is still working .The truck can run on 4 with no leak on the other bank .

I was finally able to get some parts together and test th eicp pressure with and actual gauge. 0psi from the Hpop. SOooooo that pretty much answers the question. The reservoir has been draining as well.
I guess its back to square one. Pull the Hpop again and look at the check valve and replace the IPR.
Ill let you guys know how that turns out when it quits raining for a few days and I can work on the truck.
Wanted to say thanks for all the help and input.
