I pulled the EGR valve and it is sooty but dry, the intake has some oily goop in the bottom and dry soot on the rest of it.
Is the only way to stop this a EGR delete?
Yes, the only way to get rid of soot in the intake is to install an EGR delete.
The goop is likely just from moisture. Unless you're getting white smoke out the exhaust while driving, then it could be the EGR cooler but I doubt that's the case at this point, but I would delete it either way. One less thing that can fail on you later.
That's the crankcase ventilation. You'll see an elbow on the end of that black box and it vents up into the bottom of the rigid air tube that mounts to the compressor inlet.
There are some vendors that sell oil separators and I think some people like to mount the separator down on the frame and just run hose back up to the compresser inlet tube.
On my truck, I just plugged the bottom of the compressor tube, turned the elbow 180-degrees, and ran 3/4" ID heater hose from the elbow back to the rear axle where it vents. I just made sure that it was a gradual decline the whole way.

What is the device on top of the valve cover that has a hose going to the inlet tube to the turbo?

Yes, CCV is crankcase ventilation and our trucks is that device on top of the drivers side valve cover - the black tube going up under the rigid black plastic tube that is fastened to the turbo compressor inlet.
Sorry about the confusion. I was referring to the turbo compressor inlet (as opposed to the AC compressor). I should have been more careful with my words, as I'm visualizing this in my mind and typing. What's in my mind's eye is much clearer than the words I'm typing!!
Yes - bottom of the tube gets plugged so only filtered air is going thru.
Elbow coming from top of valve cover spins around 180 degrees, then just clamp 1" ID (approx) hose to elbow and run hose down and vent it down under the truck.
