What is this on the up pipe?

What is this on the up pipe?

Seeking some help for my dad's 6.0 again, this time he calls me saying that something blew off the back behind the turbo and wanted to know what it was. All i could think of was a boot of some sort, but not being able to see it in person i could not answer. So today i went by to see for myself, and this is what i found. On the uppipe, there seems to be some sort of flange with a disc clamped onto it. Not having a 6.0 or dealing with them often, I am stumped. Could someone enlighten me as to what this is and what is its purpose?

What is this? What is its purpose? How much of a P.I.T.A. is this gonna be to put back on?

It looks like you had an EGR COOLER delete and they put that
"clamp" on the up-pipe to block the exhaust fumes from coming out
under the hood where the EGR Cooler use to connect?
At least that's my guess.

Gonna be loud and even more smelly until you get that fixed.

He is going to have one hell of an exhaust leak until that gets fixed... Someone cheaped out when they did the EGR delete... I'd get a new up-pipe without that EGR flange on it...

Ive seen those delete kits. There cheap but effective. The metal blok off plate utilizes the egr cooler gasket. It works. Just go buy the metal gasket and slp that puppy back on. Or like the above stated go to custom diesel or mkm and get the solid uppipe. Thats preffered.

Chances are they reused the original clamp, over torqued it, and it failed. A new clamp, and you're good to go. No big deal.

EGR deletion variations

So many options, and block is on stand awaiting assembly.
Recall mention of 'straight up-pipe' replacement induced bellows cracking of the remaining OEM upper section. Loss of short 'feed branch' to cooler support with disc/clamp option means assembly floats as cooler is MIA.
BPD's mod cooler is an option, yet soot still contaminates system and oil! I read somewhere that the EGR hot soot recirc actually prepares the chamber for fuel charge before entering the cylinder. True Diesel Science or Fuzzy 'SMOG' Science?
The latest IPR II kit is an attractive option for cooler 86ing barring inspection woes.

I'm leaning towards azflyman's (and others) stealth delete with blocked cooler ends. 2006 model benefits from Y scoop removal and patch welding at the branch base. Better turbo flow and less heat sync. Feed to cooler attachment remains supportive to upper and lower bellows. The EGR valve in place ~ No EGR CEL ~ No cooling fan affect.
Has anyone priced/installed the Elite Diesel 'stealth pipe'?
I can see why it's kjndiver's best option to re-assemble Dad's.
Hoping to hear more views (pros/cons) and options.

The right thing to do is cut out and remove the scoop that is in the pipe then weld it up.
(I still have this modded egr y-pipe in a box somewhere.)

Thanks for the details and images!
My bench is backed up, so Elite's sneaky pipe may be the time-saver I need @ 185! They offer an HD bellows version I'll be asking about. The stock bellows failures seem to come with straight pipes.

I've found that the bellows on the y-pipe that mounts to the turbo is the one that fails. At least in my experience.
My modded egr pipe is still in tact (I need to find someone who needs it). But no matter, it's still going to puff fumes in the cab no matter where it's leaking.
