Rear vent windows

Rear vent windows
I have a 1997 EB and my rear vent windows are acting funny.
I can get one good opening and closing from them but then they will slow down and get stop, like they need to cool down before working again. The first time they work they work well.
From reading other posts, I was thinking maybe the relay? if so, where is it?

Thanks for the info.
I will see if I can figure anything out with it. I tried to spray it with lube, but it didn't change anything.
I am also having some blend door issues, so need all the windows to work.
