Secondly, I have a 1989 F150 4X4 5.0L EFI gas, 5 speed stick. I want to see if there is a chip for it and if anyone on this site has done it and offer the details. ie brand, the good, bad and any uglies.

On a EEC-V maybe, but on a EEC-IV I would not. Especially with a 5 speed. Most of the chips for early computer controlled cars just tricked the computer with a sensor input, advanced the timing or richened it up with fuel. Having raced Mustangs using EEC-IV there is only about 10 horsepower to be gained over just advancing the timing and fattening it up with a fuel pressure regulator your self. There are some great write ups on some tune-ups on here that will gain you horse power and mileage. What exactly are you looking to do?

Some extra pep in that old trucks step would be nice. And/or better fuel milage. I replaced the 2 into 1 exhaust with a true dual w/magnaflows that I had laying around. A free flowing breather might be all I need. Thoughts?

Yep. All that stuff he mentioned is a waste of money and will do nothing for your truck. I do like your idea for exhaust though. The factory air box is just fine. Get an I6/460 air tube. The so called cold air intakes actually just suck in hot air.
