If the ICP is the problem then when you unplug it your symptoms should go away. If the ICP is not your problem then you should see no change in the engine.
Now if you unplug it and the rpms drop off then come back but the symptoms persist then I would say that your ICP is not your problem, however unplugging it should not cause your rpms to drop off and come back, not to my knowledge.
I do what I can. I hope you find the problem. I would have fixed the problem myself on mine but funds have not permitted for some time. As soon as they do I have about 2K worth of stuff to order.
