There is an A/C duct that comes through the center console, two vents go to the back and then two go under the front seats. There is a little fan that blows the air that comes out of the duct under your seat, it's not bolted directly so your seat can move.

Relatively speaking yes. The button on the dash gives you three fan speeds so it changes the way it feels. I don't know if the button on the dash also changes any vent/duct but I sort of doubt it.
