It should be OBDI. The first year for OBDII was 96. As long as it only has 1 O2 sensor in front of the cats then it should e fine. Just keep in mind that you may have to pass emissions tests at some point.
Better flowing exhuast = more power and better mpg. Exactly how much you would gain is questionable and dependent on your situation and the current condition of your motor. If you have an o2 sensor after the cat then you will have a cel on. If your going as far as to hollow or remove the cat or cats then put a good flowing muffler on too. I 'm sure someone will chime in and tell you about the legal end of things!
I removed the cats on my 90 F150 302 and it made a hell of a difference. I kept the o2 sensor in the front of the cat by cutting the pipes right where they enter the cat and welded together a Y pipe from a bunch of reducers and a Y pipe from Car Quest. After that i ran 2.5 inch strait pipe with a glass pack. It sounds amazing and has really made my motor run better.
