Update: Since all my efforts were gone bad, I decided to take it to the mechanic who installed the filter. He kept it for a couple of days. i picked it up yesterday and he didn't charge me anything since he took responsibility for it.
The issue was that either his mechanic or someone before him tried to hold the hose that goes over the filter on the exit side with pliers and deformed the shape a little bit. Also he said there is supposed to be a rubber cushion that goes on the end of the filter was missing. Strange. Anyway it is fixed for now but he said, if it leaks again, he would have to replace the entire line.
