Can I just block off the outlet on the water pump and the intake manifold. This is on a '64 mercury 390. Since I don't have a heater I was just trying to clean things up. Seems like it would be no different than the circ. valve being closed.
Blocking them is no problem. In 73-79 f series when you have factory air, there is a valve in the heater hose to shut off flow to the heater core. You're effectively doing the same thing (only more neatly).

The valve thing was done long before that. I had a 1967 and a 1968 F250s that had a valve in the heater hose to control how much heat the heater created. If I remember right, my 1956 Crown Vic had the same valve to the heater.
