it really depends on the guy doing the inspection. some are total a-holes while others are overly lax. i wish i had a reliable person to go to each time, but i don't anymore. These days I do not have the time to deal with a person who is going to haggle me over a muffler or windshield wipers.
Funny story-- this young kid would not inspect my dad's truck. He said with the emergency brake set, you should be able to put the truck and gear and it will hold it. My dad's truck is a 1990 7.3l w/ a 5 speed. he tried, but every time he let up on the clutch it would roll. He kept trying it and manage to BUST one of the front rotors! then, with a smug look on his face, he proceeded to fill out a rejection. We left (not paying of course), replaced the rotor, and went somewhere else. We were in and out in about 10 minutes.....

I actually don't mind paying a reasonable fee for a safety inspection (like here) since it somewhat keeps people from driving complete pieces of unsafe crap around. I have a huge issue with smogging a vehicle like ours that has ZERO smog accessories. What're we supposed to fix if it fails? Anything causing it to fail would make it run like a POS anyway. Complete scam by your respective state gov't to milk you out of $$$. There should be a Tea Party style protest by every diesel driver in those states IMHO...

Got mine done at a little dump here in town, the poor fella couldn't figure out how to put it in reverse. The center piece with the shift pattern on it got busted to heck so I just threw it in the pile of PSD crap in the shop. Poor guy tried forever stalling it out a few times, got out, went and got a sticker, put it on and came back in the building looking really defeated. He said "everything looks good, that'll be $14.50". I didn't even say anything, cause I know he was real embarrased. Kinda felt sorry for him... kinda.
Thank goodness my buddies shop started doing inspections. I fear the smog police will get here one day, and when that day comes your gonna need friends in the right places.

I would doubt that "under the new regulations" that you need to ADD a cat onto a truck that was originally built without one, and certified by the Feds to be emissions compliant without one.
Be sure that yours originally came with one, and it was removed, before you put one on.
My 2000 was originally certified without a cat, and I don't require one, even here in the People's Republik of Kalifornia.
