The absolute proper way is to measure how much fuel it pumps per unit of time but few do it that way.
Here is some guidelines.
1. check the fuel pressure on the injector rails for a PSI of about 40 +/- a few.
2. Check how much pressure is pumped at key on position but no start.
3. Check the pressure bleed down rate after the motor is stopped.
These checks will provide a good indication of the health of the whole system.

when you turn the key to "on" the pump starts and runs for 3-4 seconds. you will see 40 psi at the fuel rail. turn the pump off and that pressure should remain. i think 1 psi drop per minute is the "normal" spec.
