Welcome to FTE and the IDI diesel forum.
Your controller is located on the rear of the intake manifold unless you have a turbo.
Looks like this with the cover removed.
One more thing, are you sure you have an IDI engine?
94 was the last year for the IDI 7.3 NA and turbo motor as well as the first year for the Power Stroke.
