There is a troubleshhoting thread on "low power" in the Tech Folder, You might want to read through it.
Reading the codes would help a great deal.
Any smoke when starting up or running?

bismic thank you there is no smoke. My gut feeling is expecting a turbo problem. If that is the case is there a recommended upgrade that is cost effective

Don't jump to a solution too quickly. These engines are complicated. Can you get the codes read somewhere?

See if autozone or somewhere like that can help you. Sometimes their code readers will not pick up all the codes, but it is a start.

Are you having trouble starting or just low power?
It could be an issue with the IPR or high pressure oil system.

It does'nt start. Replaced ICP because low voltage. Still did'nt start. IPR showed low pressure at around 490 psi replaced IPR and still no luck.

You may want to do an air pressure test to see if you can identify a leak in the HPO system.
To do that you need to connect an air line to where the ICP sensor is, command the IPR closed by applying 12 V (but for only 30 seconds), and then listen for leaks.
Is your ICP sensor on the passenger valve cover or behind the turbo?

Did the pressure test and did'nt hear any leaks. I believe my icp is located behind the turbo on the drivers side valve cover
