Cruise Control Not Working

Gents,
I tried this last year with no luck so here I go again. I would love some help as I would like to get the cruise working on the truck. Thank you in advance.

First off, truck is a 2000, F-250, Extended Cab, 4x4, XLT, w/ 5.4L engine. The cruise has not worked in it since I bought it. What happens is the following.

1. When I hit the "on" button. The horn honks.
2. It will not set after the on button is pressed and horn honks.
3. If the head lights are on the dash lights go out. When I press again they come back on.

The ABS light is not on. The air bag light is not on.

I discovered that the 05S28 recall has not been done and I am having that resolved on Friday. Past that, I am clueless.

I have read about the crusie control diagnostic. Any info on that would be great.

So, what are your thoughts? It sounds like it could be the clock spring, the cruise module (does it have the horn relay built in), the VSS, or the switch on the master cylinder? Short of being a parts changer what do you think I should do to fix this. My fake leg does not get tired but it would be nice to bend my knee on a long trip.

Try this as a test. Get a jumper cable and try to hook it around the steering shaft under the hood. Hook it on the part that turns, and hook it before the rag joint on the upper shaft toward the firewall. Wiggle it around so it makes good contact. Then hook the other end to a good ground on the engine, or you can just hook it to the battery negative if it will reach. If you have a better idea to get a good temporary ground to the upper steering shaft, then try it, that's all I am trying to do here.

Then start the truck, and push the cruise button and see if the horn honks and the dash lights go out. If that problem goes away, it sounds like the steering shaft has become ungrounded and if you can get that fixed, your cruise may start working also.

If you find this is the problem, sometimes you can make a little jumper and bolt it with a connector under a bolt on the upper shaft, and then run it over and bolt it to a bolt on the lower shaft going into the steering box, jumping around the rag joint and letting the upper shaft get grounded by the steering box.

Pull the driver's side kick panel and inspect for rotted/corroded ground studs/connectors.

Here is the cruise control diagnostic procedure. Try this first. If it won't go into diagnostic mode, or the cruise indicator doesn't flash with each button press, then the problem is most likely the cruise switches or the clock spring.
