i lost mine when i pulled up too close to a snow pile. used a dab of liquid nail construction adhesive (it's what i had close) on the clip ends...seems to be working. the holder is poorly designed, really should be bolted on, imo.
We almost lost ours on a trip with a lot of off-roading.
The top just clips over the bumper, and the bottom has plastic push pins. It's the pins that fail when you bump into something against the plate. So just remove the pins if they haven't fallen out already. You will find perfect holes for 1/4" screws. Install screws with flex lock nuts on the inside. It won't ever come off unless the bracket itself breaks.
Just drill two holes in the front of the bracket into the bumper and use a couple of screws. It is metal behind the plastic cover, so it will fit very securely and never fall off.
