well if its rust, the finish is pretty gone. take a wire brush, get the rust off, then polish it up ALOT.

Iv'e had luck with using plain ole' steel wool. If you dont have any steel wool ball up some tin foil it works good too.

if its steel wool use 000 or 0000 grade wool anything less will scratch the finish also use it with a bit of wd-40 as well, if you want to remove it completly use some naval jelly then clean off the bumper and use a high grade chrome polish to keep it up

Before going about removing the rust on the front, I'd suggest taking the time to remove the front bumper and cleaning the rust from the back side - because more than likely that's the source of your rust problems. Last summer I pulled my front bumper (real straight forward and easy to access - 8 bolts total IIRC) and had nothing but surface rust covering it. I used a wire brush and some power drill brush attachments and went at it to loosen the rust the rust. Then I used a shop vac to remove the loose particles and applied a product called Naval Jelly with a cheap throw-away brush. Follow the directions on the bottle and it turned my rust white (chemical reaction). Once I applied it 2 or 3 separate applications and was satisfied that the rust was gone, I used a product called Chassis Saver which is a rust sealer/preventive flat-black paint similar to POR-15 and applied two thin coats to the inside of the bumper. No problems since!

I can take pictures if you want.

That is a EXCELLENT solution, and you won't have to deal with it again, so it is the Final Solution.
