GVWR is a largely arbitrary number assigned by Ford to a cab/bed and badge combination. In 2007: A CC/LB F250 has a GVWR of 10,000#. A CC/LB F350 has a GVWR of 11,500#. The difference between the two trucks? A rear suspension spacer, and the GVWR number on the VIN sticker. Spring codes, rear aux springs, and the half dozen other very minor differences between 250 and 350 series trucks are all selected based on packages, and don't have an effect on the GVWR. It's very possible to build an F250 with higher spring codes that result in higher axle weight ratings than on a comparable F350, but the Gross weight rating never changes.
GVWR is a legal registration issue in a lot of states. You can buy an F250 with a GVWR of 10,000# and not have to have commercial insurance while not sacrificing frame strength, engine choice, etc, or you can buy a 99% identical F350 with a GVWR of 11,500# if you need to legally carry/haul more than 10,000#.
