I generally just do it by "feel" but the factory torque specs are 20-25 ft-lbs. just enough to seat the bearings then you want to back off on the nut about 1/8-1/4 of a turn.

I found the problem with the wobble. It is the tires, something is wrong with the tires being out of round like you guys said. I rotated them and now it drives like a dream. What caused that ?
No I have had them balanced and driven on them and that didn't work so the shop rebalanced them again the results were the same, so I took it to a different tire shop and they balanced them and the same result. Something has to be wrong with the rim or tire. What else could it be? The rims with the truck in the air and I spin them don't look bent; which leads me to believe that the tire is damaged some how.
If it is out of round than the tire shop should have seen this. Keep in mind that this is as long as you asked them to look for it, it's very easy to see most of the time when the tire is spinning on the balancer. If they were not asked to look for it, they would be preparing to add weights or messing with another tire while the tire is spinning on the balancer.
