why cant i pass deq???

1988 ranger with rebuilt engine 75000 miles replaced cat 3 years ago! it runs like a top but wont pass deq for 2 times now????

What part of the test does the truck not pass. Is your Check engine light on? If so get the codes read and post them here so we can help you out.

check engine light has never came on......... cruse limit 150. it first was 244, changed oil, plugs and fresh gas, then it went to 211 still way over the limit! new cat only 3 years ago! i am stumped!
