I"m not sure that the PCM changed strategy. From everything I can gather all they did was update the FICM tuning to get rid of the old very aggressive inductive heating and add a much milder form. As usual, I'm probably wrong, but that's what I'm thinking
Bottom of the second page, Cheezit mentions that we all get the updates. The TSB writer may not have been clear on the writing; it looks like Cheezit simply cut-and-pasted the TSB text.

theres something in the update for all. It does look like that the delta moniter is 05+
ok, when I went to the dealer he hooked up his IDS and said that the PCM was current, but updated the FICM. Does anyone have access to motorcraft to use the VIN to see what the latest file is?
I dont believe your VXap2xx file is current, but I could be wrong. My latest is VXCF9xx or VCXF9xx and it made the SCT kill the truck until sct had to redo the files and do a rewrite. It also made the Elite tunes kill the truck. Has less power and lost 2 mpg since the flash update. FYI, although the wrench light does come on when towing a trailer in high humidity situations now. The power loss is a known problem and Elite has been working to get this truck to run right since the flash. The canned tune on the SCT 3015 have more power than the Elite tunes. After the flash the Elite tunes wont even attempt to break the tires loose and is a complete DOG across intersections. Just my observations on the new flash from ford.

just for fun Im going to see if I cant roll mine back. if it works I have a spare ficm that when I find an 03 I will also roll it back long enugh to get an 03 ficm tune.
