400 hard starting

When starting the 400 in my 1978 F-150 the starter seems to drag which makes it really hard to start. Once started you can hear air coming back up the intake and fluttering through the choke plate. Is this an intake valve and how could it be fixed since it has a non-adjustable valve train. Also the oil pressure gauge isn't reading. It's a Sunpro gauge and was reading at about 40 psi before it went to the shop. I believe there could be water in the oil. How would it get into the crankcase. Its at the shop now for transmission work and i'd like them to be able to test drive it without getting stranded down the road.

Does the air your hearing coming from the carburetor have any kind of an exhaust sound to it? If so, the EGR plate under the carb, could be burnt through.

They were still using some aluminum EGR plates in this time frame, and they were prone to burning out, which will give an exhaust sound coming from the carb while the vehicle is running.

i haven't thought of that yet but i will check it out when i get my truck back. it seems to be letting alot of air back up through the carb.
