I said that a little wrong above an have changed it.
With no vacuum on the FPR (vacuum line off running or pin 2 to 6 jumped engine not running) you should get 45 PSI.
At idle with good vacuum and the vacuum line on the FPR you should get 32-34 PSI depending on the the vacuum going to the FPR.
At WOT you should get 40-42 PSI again depending on the the vacuum going to the FPR.

The fuel pump will put out about 95-100 PSI into a closed head. The FPR regulates this down depending on the vacuum level in the engine.

I know that, hence why was just trying to figure out why an electric voodoo such as jumping 2-6 would make for different pressure readings. I do now understand what you meant tho.
