You do not have to have a tailgate. Thats a bogus ticket. Did you have a bunch of stuff in the bed?
I have never seen a law about it or heard of anyone having problems like this. What about the dually trucks etc that are converted to a wrecker but still have a regular truck bed. They don't have a gate. Also all the custom work truck style flat beds don't have one either, they don't even usually have sides for that matter.
I hear that rear bumpers and tailgates are options from factory, this true?
The statement about rear bumpers is correct. They were optional until around 97. The XLT came with one, but the XL and lower trim levels did not come with one. Our previous 95 XL actually had a license plate bracket and light on the corner of the bed. My XLT does not have the bracket or light, since it came with a bumper.
Here is a dealer name bumper from the 70s, these were very prevelant back in the day, but because they were just dipped cast iron, most of them rusted away. As original, the lettering stamped on either side of the bumper would be painted red. If you look closely you can see this one is from Corsicana, Texas.
I think those vintage dealer bumpers are kinda cool.
